Abstract

In Mozambique we have a German –Roman Judiciary system that contributed to the organization of a state system inside the society and, Mozambique is a country constituted of judiciary rules interpreted and applied according to its own hierarchy. We tried to understand the problem that motivates the lack of interest, the possible solutions and the factors that influence that lack of conscience. The percentage is high due to the social factors, to mention the unemployment, premature marriage, precocious marriage, financial gains, in other side, some people lack of information or knowledge concerning to the responsibility that goes to each father in relation to the children in state of good growth.

The law, being an instrument used by man, is susceptible of all lack of use, being for domination or being for peaceful environment. Each law is reflected in political society in which it is born and applicable to its own law. This law express its way of organization in regard its political structures, religious, social and cultural
