NEGLIGÊNCIA FAMILIAR E RELAÇÕES DE GÊNERO: reflexões sobre o trabalho dos(as) conselheiros(as) tutelares de Fortaleza.

RESUMO
Negligência familiar, tipo de violência doméstica, é caracterizada pela omissão de cuidados básicos familiares para com a manutenção vital da criança/adolescente. Esses “cuidados familiares” correspondem a atribuições socialmente construídas no âmbito familiar (relações de gênero). Neste trabalho, interpretamos as concepções de gênero, família e negligência dos(as) conselheiros(as) do 2º Conselho Tutelar de Fortaleza. A pesquisa foi qualitativa e quantitativa, realizando-se através de pesquisa bibliográfica e de campo. Após análise, percebemos que os(as) conselheiros(as) representam de maneira diferenciada a negligência materna e a paterna, pautando-se no modelo de família burguesa. Estas representações influenciam suas ações no cotidiano de trabalho institucional.

ABSTRACT
Familiar negligence, type of domestic violence, is characterized by the omission of familiar basic cares with the vital maintenance of the child/adolescent. These "familiar cares" correspond the constructed attributions in the familiar ambit (relations of gender). In this paper, we interpret the conceptions of gender, family and negligence of the counselors of the 2nd Guardian Council of Fortaleza. The research was qualitative and quantitative. We did bibliographical research and we went to the institution.
After analysis, we perceive that the counselors represent in differentiated forms the negligence of the mothers and fathers one, reflecting about the bourgeois model of families. These representations influence its daily action of institucional work.
