RESUMO

O presente trabalho trata de licitações, enfocando a ampla defesa e os pedidos recursais respectivos. Na sua elaboração, optou-se por capitulá-lo em 3
(três) blocos, objetivando facilitar o entendimento da matéria. O bloco inicial aborda as modalidades de licitação existentes na Lei 8.666/93 e na Lei 10.520/02. O segundo bloco aborda os recursos no âmbito das licitações, tanto na lei 8666/93, quanto no pregão presencial e eletrônico. Por fim, o terceiro bloco trata do princípio da ampla defesa e do contraditório, expondo a relação desses princípios com a revogação e a anulação da licitação, bem como outros que com ele se relacionam.

Abstract
This work is about biddings, approaching the wide defense and the respective request appeals. On its elaboration, it has been chosen for organize it in 3 (three) blocks, objecting the easy understanding of the subject. The initial block deals with the modes of the biddings which are present in Law 8.666/93 and in Law 10.520/02. The second block deals appeals in the scope of biddings, in Law 8.666/93 and in the choice for the lowest price present and electronic. Finally, the third block deals with the principle of wide defense and the contradictory, showing the relationship of these principles with the repeal and the annulment of the bidding, as well as other that relates with themselves.
