O PRINCIPIO DA INTEGRALIDADE NAS POLÍTICAS NACIONAIS DE SAÚDE E ASSISTÊNCIA SOCIAL

Resumo: Este texto discute a integralidade como um dos princípios das Políticas Nacionais de Assistência Social e de Saúde. Apresenta seus vários sentidos na operacionalização das políticas exigindo, no plano institucional, não só o acionamento de dispositivos intersetoriais para sua garantia, mas igualmente disposição dos profissionais para sua garantia. Argumenta-se que o princípio da integralidade quando analisado para além dos limites estritos da ótica médica ou sanitária, possibilita discutir a questão a partir do enfoque da determinação social do processo saúde-doença. Igualmente viabiliza apontar para o Serviço Social um diferencial no campo da Assistência Social, para além da benemerência, da caridade, propiciando a universalização dos direitos sociais.

Abstract: This paper discusses integrality as one of the principles of Social and Health Service, which compose Social Security. It presents the several meanings of the term in the execution of policies and shows that its realization requires the activation of inter-sectorial mechanisms in the institutional plane. The paper argues that the principle of integrality, when analyzed beyond the narrow limits of the medical or sanitary approach, makes it possible to discuss the matter from the standpoint of the social determination of the health-disease process, underlining the professional contribution that can be offered in the field. Similarly, integrality gives the social work profession a distinctiveness. The professional actions guided by integrality allow for a new social service statute that reaches beyond benefaction or charity, promoting the universalization of social rights.
