ESTADO E POLÍTICAS SOCIAIS NO BRASIL: formas históricas de enfrentamento a pobreza Cleonilda Sabaini Thomazini Dallago*

RESUMO O presente estudo propõe como objeto as políticas socais e, como objetivo central, analisar como esta vem sendo pensada e construída por parte do Estado no enfrentamento da pobreza no Brasil. No decorrer da pesquisa foi possível identificar as várias formas de intervenção que o Estado vem prestando a pobreza, passando de perseguições policiais para uma intervenção política. Na atualidade, o grande desafio é o passo político do Estado no posicionamento critico no enfrentamento cotidiano das tensões geradas na contradição capital/trabalho, desvelando, e propondo ações que respondam pelos reais direitos da classe que desses serviços necessitam. ABSTRACT The present study it considers as object the politics you beat e, as objective central office, to analyze as this comes being thought and constructed on the part of the State in the confrontation of the poverty in Brazil. In elapsing of the research it was possible to identify the some forms of intervention that the State comes giving the poverty, passing of police persecutions for an intervention politics. In the present time, the great challenge is the step politician of the State in the positioning criticizes in the daily confrontation of the tensions generated in the capital contradiction/work, desvelando, and considering actions that answer for the right Reals of the classroom that of these services need. 1 INTRODUÇÃO

O limiar do século XXI nos obriga a pensar as concepções e os rumos do desenvolvimento econômico e social em âmbito mundial e nacional. É uma exigência e, ao mesmo tempo, um desafio
