Resumo:

O presente artigo procurou levantar a discussão sobre o controle social e a participação da população na administração pública, demonstrando a importância da Lei de Responsabilidade Fiscal no controle das finanças públicas, enfatizando a participação popular nos conselhos de saúde, fazendo com que os recursos públicos sejam bem investidos. Este artigo foi desenvolvido de acordo com o método indutivo e através da técnica da pesquisa, a qual se classifica nesse caso como básica, exploratória, qualitativa e bibliográfica. Pode-se perceber que essa Lei representou um marco histórico, pois antes da mesms as leis apenas davam diretrizes para as finanças públicas a nível de Poder Executivo, agora a mesma envolve o Legislativo e o Judiciário, principalmente no tocante a folha de pagamentos.

The present article tried to lift the discussion about the social control and the participation of the population in the public administration, demonstrating the importance of the Fiscal Responsibility Law of in the control of public finances, emphasizing the popular participation in the advices of health, doing with that the public resources are well invested. Bibliographical. It can be noticed that Law represented a historical mark, because before the same the laws just gave guidelines for the public finances at level of Executive Power, now the it involves the Legislative and the Judiciary, mainly concerning leaf of payments.
