Abstract. This research is a product of a city planning. That plan opened the possibility to use an instrument of the Estatuto da Cidade law (Law n.10257/2001), in order to minimize the impacts of medium and big ventures at the place where they are located. The study area is a very attracting neighborhood in a small city of Santa Catarina, which receives a big number of tourists in the summer. The research purpose is to show the needs that the neighborhood has to admit these ventures allying it to an adequate urban planning using the Estatuto da Cidade’s instrument. The use of the instrument is ordered by the city management and studies the impacts of a venture on your neighbors or even the local population. From the diagnosis of the instrument is rated if the venture is appropriate for the place and if necessary the owner must show alternatives to make the losses minimum. To achieve the objective was used the remote sensing techniques and thematic maps, which were the base for the analysis and land management. The importance of this research is to show the applicability of the instrument to make a good urban planning looking for a better quality of living.
