A EVOLUÇÃO HISTÓRICA DA PREVIDÊNCIA SOCIAL NO BRASIL.

Resumo: Assim como no mundo, a Previdência Social no Brasil nasceu bem após o assistencialismo, em decorrência do surgimento do Estado Social, garantidor de direitos prestacionais positivos. Aponta-se o seu surgimento em 1923, com o advento da Lei Eloy Chaves (Decreto-lei 4.682), que instituiu as Caixas de Aposentadoria e Pensões (CAP) dos ferroviários. Em 1988, o novo ordenamento constitucional inaugurou o sistema da seguridade social, que abarca a previdência, a assistência e a saúde. Um dos principais desafios do seguro social é efetivar a previsão constitucional de universalidade de cobertura, notadamente às pessoas que auferem poucos rendimentos e vivem na informalidade.
