PRELIMINARY NOTICE OF RACE
ORGANISING AUTHORITY
The Championship is organised by the Clube Naval Charitas in conjunction with the Associação Brasileira do Classe Optimist under the authority of the International Optimist Dinghy Association (IODA) and with the permission of the Federação Brasileira de Vela e Motor.

VENUE
The 2009 IODA World Sailing Championship will be held from August 4th through August 15th 2009 in Niterói, Brasil. The racing area will be in the Guanabara Bay and the shore venue will be the Clube Naval Charitas. Attachment 1 shows the location of the regatta harbour and the racing area.

RULES
The Championship will be governed by the ‘rules’ asdefined in The Racing Rules of Sailing (RRS), including Appendix D for the Team Racing World Championship, as amended by the relevant Sailing Instructions. The current Conditions of the IODA will apply. No national authority prescriptions will apply. RRS 61.1(a) is amended as follows: Boats shall “conspicuously display a red flag” according to the second sentence of RRS 61.1(a). (Amends RRS 61.1(a)(2))A boat required to display a flag shall do so until she is no longer racing and shall inform the Race Committee of the boat being protested immediately after finishing. (Amends RRS 61.1(a), third sentence)

LANGUAGE
English shall be the Official Language for the Championship.

ADVERTISING
The event is designated Category A, ISAF Regulation 20. All competitors may be required todisplay advertising of the event sponsors on each side of the hull in accordance with ISAF Regulation 20.3(d)(i).

ELIGIBILITY
Competitors shall enter only through the national association member of IODA (hereinafter ‘member’) they represent. No entries will be accepted if not made by a member. Each member may enter a team of 5 sailors born in 1994 or later. See alsocondition 9.1 of the Conditions for the IODA World Championship. Each team shall be accompanied by a Team Leader and may be accompanied by one Coach and one Country Representative. Competitors shall be either national or bona fide residents of the country they represent, unless otherwise agreed by the IODA Executive Committee. A competitor who has represented one country at an IODA World orContinental Championship shall not represent another member country except in cases of alteration of residence, which cases shall be approved by the IODA Executive Committee. Attention is drawn to ISAF Regulations relative to the ISAF World Youth Championship (change of nationality).

ENTRY
Entries shall be made by sending in to the Organising Committee the attached officialforms together with the required fees according to the following schedule: The Preliminary Entry Form shall be returned to the Organising Committee not later than March 10th 2009. The Second Entry Form shall be returned to the Organising Committee not later than June 20th 2009. The Final Entry Form shall be returned to the Organising Committee as soon as the members of the delegation are definedbut not later than June 30th 2009.

6.2 6.3 Required fees are described in paragraphs 7 (ENTRY FEES), 16 (SUPPORT BOATS) and 17 (CHARTER BOATS). Competitors, team leaders, coaches and country representatives (when they are membersof the official delegation) shall complete an on-site registration at the Race Office. The on-site registration of each competitor will not be completed until the measurement form issued by the Measurement Sub-Committee (see paragraph 10) has been returned to the Race Office.
